Introduction：In the researchs of Human Rights enhancement, three different approaches are emphasized by different discipline. Which are international empowerment, civil right protection and transnational advocacy, therefore which is the best? The performence of Hong Kong, Taiwan and China in Right of religion gives out an interesting Comparative Cases, effects on the comparison between the three approaches：in one way the practice of three approaches having a great difference between the three places, on International sovereign status, law and democratization and The degree of internationalization. On the other hand, the continuous integration of economic and society, makes Hong Kong and Taiwan the outpost of the Moves to Freedom of religion and an important partner of associative nongovernment force. The pattern of enhancement in Right of Religion among the three places are different with all the others academia has known. The participants embrace western Human Rights, civil rights, ways of civil society movements and creativity in organization and parctices. One the other hand refuse the premise of internationalism, regionalism and liberalism of western experiences in discourse. Recognize and debate through the new approach will contribute in discussion of Freedom of religion, transnational social movements,global civil society, democratization and other associated academic topics.
